General Info About EDA

The Electronic Development Application, or EDA, lets you submit Development Applications (DA) electronically. With EDA, you can submit text files and CAD drawings, and get them 'signed' and 'approved' on-line.

EDAform is the electronic form for making applications.

Online submission means shorter processing time and increased productivity.


2. CONVENIENT

To submit your development application or enquire about your application status, simply go online.


3. HASSLE-FREE

No more printing of plans and forms - you do not need to submit hard copies of Drainage Interpretation Plan (DIP) and Road Line Plan (RLP). Simply declare and endorse on the proposal plans that the indicated Road Reserve and Drainage Reserve lines adhere to the respective interpretation plans.




How EDA Affects Your CAD Drawings

1. No Change in Current CAD Systems

No change in the current CAD systems or the current way of drafting is necessary. 

All you need to ensure is that submitted CAD drawings are in DWG, DXF or DGN formats, the common CAD formats in the industry.

However, to facilitate Development Control processing, we encourage you to draft and name your CAD drawings according to the latest approved Code of Practice 83.


2. Amendment Submissions

For amendment submissions, you need to show all the proposed amendments and indicate to URA in which layer these amendments are stored in the submitted CAD drawing.


3. Payment of Processing Fees

You can pay by Cheque.

- All fees are subject to GST. Cheques to be crossed and made payable to "Urban Redevelopment Authority".
- Cheques should reach URA within 2 working days from the date of submission.

Please ensure that there are sufficient funds in the designated account for deduction of processing fees.


4. Owner's Consent

Owner's signature on the plans is not necessary. However, you need to:

- Obtain the consent of the owner(s) of the subject land/property for the development application.

- Declare and endorse on the proposed plans that the consent of the owner(s) has been obtained.

- Scan and submit a letter of authorisation from the owner(s) for every new submission.

 

Submission Process

Step 1: Prepare Submission Data

You need to prepare the following submission data:

a. Cover letter using MS Word or WordPerfect software.
b. Electronic planning application form using EDAform program.
c. CAD Files for the proposed development using CAD software.
d. Other supporting documents.

Step 2: Encrypt & Verify Submission Data

Encrypt the plans/forms and digitally 'sign' your electronic submission to ensure the data's security and integrity.

For this purpose, we are using the services of NETRUST Pte. Ltd, the Certification Authority to support secure electronic transactions.


Step 3: Submit Application

Select the option 'Make Submissions' at the left panel to make your submission.

Once URA receives your application, we will send you an electronic acknowledgement and a unique reference number.



EDAform

EDAform is an electronic form for making electronic submissions using URA's Electronic Development Application (EDA) system. It is a user-friendly electronic form that incorporates several time-saving features to make electronic submissions faster and more convenient.


Special Features Of EDAform

Many special features are built onto EDAform to make the form-filling process fast and hassle-free. These include:

- Drop-down pick list for key fields.
- No need to fill-in the floor level details.
- Auto-calculation of plot ratio.
- Auto-calculation of site coverage.
- Auto-calculation of communal open space.
- Auto-calculation of processing fees.

With EDAform, you will find that it is the only form you will need to use when making an electronic development application.
