 Apply for Minor Development Application



A Minor Development Application is used when you need to apply for minor development works such as

1. Demolition (Refer to Explanatory Note);
2. Earthworks (Refer to Explanatory Note);
3. Additions/Alterations to existing landed house (Refer to Explanatory Note);
4. Additions/Alterations to existing building (Refer to Explanatory Note).

Note: For item (1), (2) and (4), only Qualified Person (QP) is allowed to make the submission.

Please ensure that the submission requirements are duly complied with before you made your submission.

Terms And Conditions

Before you proceed with the eService, please read the following terms and conditions carefully. By using the eService, you agree to be bound by these terms and conditions. If you do not agree to these terms and conditions, do not proceed with the use of the eService.

Operation Manual

You are required to comply fully with the provisions of the EDA Operation Manual in using the eServices. The EDA Operation Manual can be viewed by clicking here. Please note that the provisions of the EDA Operation Manual may be amended from time to time and all users shall comply with the provisions of the prevailing EDA Operation Manual at the time of use of the eServices.

Rollback For Failed Transactions

If you encounter any technical problem in the course of the transaction, please contact URA at Tel: 63293237 to check the status of your transaction. Please provide the following details:
  1. Transaction identification number (if any)
  2. Point at which error occurred
  3. Time of transaction,
  4. Error message (if any),
  5. Payment mode selected and
  6. Transaction amount.
Refund Policy

Any request for cancellation must be submitted within 10 days from the date of the registration to URA by e-mail (ura_daes_registry@ura.gov.sg) or by post to 45 Maxwell Road, The URA Centre, Singapore 069118. Please provide the following details together with your request:
  1. Transaction identification number
  2. Reasons for cancellation
All requests submitted are subject to approval on a case to case basis.

No refund will be allowed once processing work has started on the application submitted using the eServices.

Modification Of Terms And Conditions

URA may, without giving prior notice, modify these terms and conditions from time to time. You shall be deemed to have accepted and agreed to the terms and conditions as modified upon your use of the eService after the modifications have been made.

URA General Terms & Conditions And Conditions Of Access

In addition to these terms and conditions, the use of the eService shall be subject to and governed by the URA General Terms & Conditions and the Conditions of Access unless the provisions of the URA General Terms & Conditions and Conditions of Access are contrary to and inconsistent with these terms and conditions.
 

Important Note:
   
1. Before you proceed to submit a Minor Development Application, please ensure that you have obtained the following consent and information:
 
a) Consent from the owner(s) of the premises for you to submit the application. If your application involves submission of plans, declaration on owner's or owners' consent is to be shown on all plans.
b) Consent from SLA if the premises is under State ownership
c) Authorisation Letter for agent to submit the application on behalf of applicant
d) Declaration on land tenure and title restrictions - applicable only to Amendment & Additions/Alterations to existing buildings (excluding landed residential houses)
e) Plans to be submitted shall comply with Submission Guidelines & Requirements for CAD Files Submitted to URA, where applicable
f) The Lot Number and MK/TS number of the premises. If you do not have the information, please click here to do an online check. Please enter the property address of the subject premises and select the options "Lot Particulars" to do your search.
g) A SingPass ID (replacing CPF PALPIN). To apply for one and for other SingPass related info, please click here.

2. You can pay by Internet banking (eNETS), Credit Card or Cheque.

    This form will take about 5 to 15 minutes to complete.
    The decision notice will be sent to you within 4 weeks once your payment has been processed.
